For over thirty years from its creation, the office’s influence on university campuses and in setting the national research agenda waned as agencies such as NSF, National Institutes of Health, Department of Energy, and NASA grew in stature and reach. Nevertheless, many of the projects that ONR backed throughout the Cold War proved of fundamental importance. All told, it has backed the work of fifty-seven Nobel laureates—and in some cases provided support for the investigations that won science’s top honor.

The Vinson Bill, named for longtime congressman Carl Vinson, who served a record twenty-nine years as chairman of the House Naval Affairs and Armed Services committees, passed with flying colors and became Public Law 588.
