Discounts for Packets of Letters Unlike the British Post Office of the 1830s, the modem international postal system has never charged for the transmission of letters based upon the number of sheets per envelope. But it has done something similar. For letters collected at a single point-a post office or sender's office-the collection cost is more or less the same for one letter or for many letters.
