The head of each Army’s flying units was titled Kommandeur der Flieger (Kofl). The Amerikaprogramm With the entry of the United States into the war Germany realized that American industrial might would soon be a deciding factor and a decision must be forced before this happened. The flying services embarked on a major expansion, which they called the Amerikaprogramm, calling for an increase of forty Jagdstaffeln and seventeen Flieger Abteilung (A), in addition to massive increases in aircraft production and training.

He resumed his legal activities and entered local politics, while still maintaining a great interest in aviation. He flew on the first Sabena flight to the Belgian Congo in February 1925 and remained there participating in other flights. On 11 April 1929 the aeroplane in which he was flying was caught in a tropical storm and crashed, killing him. For his activities in the Congo he was made an Officier de l’Ordre Leopold I. Marinefeldjagdstaffel Neumunster in front of a Fokker Eindecker. Josef Wirtz is seated on the extreme right.

Taken prisoner in the very early part of the war he managed to escape via neutral Holland on a motorbike. After learning to fly at Étampes in the summer of 1915, he was posted to the 5me Escadrille at Houthem (page 86). On 15 March 1917, while flying a Nieuport Scout, he achieved his first official victory when he destroyed a German two-seater. On 3 July he became the first Belgian to claim two victories in a day. As a result of this feat he was commissioned and made a Chevalier de l’Ordre Leopold and was awarded the Croix de Guerre.
